h1b 221(g) refusal

Hi,

I recently appeared for H1B stamping in chennai and i got 221(g) refusal. i was asked to drop a few documents along with my passport.

I am living and working outside india so i have problem in dropping the passport.

Can anyone help in answering the below questions?

1. Do i have to submit my passport along with the documents?
2. If i submit, is there a time duration for 221(g) processing ?
