H1b Visa - Drop Box - Status Changed from Issued to Administrative Processing

Hello,

I dropped my documents on Nov 8th
Nov 15th it changed to Administrative Processing
Nov 18th it changed to Issues around 2:00 PM
i checked the status again later in the evening on the same day Nov 18th around 6PM status got changed to Administrative Processing again.

Can someone please help me if this is regular process?
