Applying for H1 after 7yr on L1

Hi,
I'm currently on L1A and in Jan 2011, I will be completing my 7 year term. I understand that I should be outside of the country for a year to reset the clock and come back to the US.

My question is, can I apply for a H1 now and (if it is approved) instead of transfering to H1 in Oct 2010, I move outside the country in, say, July 2010 and after 1 year, come back to the US on H1 in Aug 2011? Or should I reset the clock before even applying for a H1?

Can someone please help me in this regard?

You should have spent one year out of the country by the time your application is taken for processing.
