Is it possible to convert H4 Visa to H1B Visa ?

My wife is looking for H1B Visa.She has Actuarial Analyst Background.

Can anybody suggest how she can apply for H1B Visa and what are the various ways she can apply for H1B.Whether she has to convert her status from H4 to F1 status or she can directly apply for H1B Visa ?
