H4 Stamping after Extension

I am first time in US and I got my extension approved recently. My family (husband and 8 yr old kid) is in India and they have not traveled to US till now but they have H4 visa stamped along with my H1 which got expired by April 2020.
Now what is the procedure for them to travel ? Do they need to have biometrics and PAI again to get the visa stamped or is it only drop box for both of them?

Please clarify so that I can arrange accordingly.

The Executive Order which is in effect till Dec 31,2020 will prevent them from getting a new stamp and traveling to the US
However, you can continue to stay and work in the US. If you leave, you cannot enter as you don’t have a valid visa on your passport,

That would depend on the criteria (which I don't think would change) and your eligibility
