How to do Premium processing from general processing?

One week ago my NEW employer applied for h1b transfer on General processing.

Questions:

1. How to make this application premium processing ?
(I know its extra 1000$ but

1A..........Do i have to wait for the FEEs Receipt first and only then this premium processing can be done??)

2. How long does it takes to receive Fees receipt?

3. All the documents pay stubs are in place, but still are there any scenarios why H1Transfer can be rejected??

>>> Even if all the documents from your side are present, the transfer could be denied because of the employer. They won't just deny the petition without an RFE in most cases.
