Rejoin the employer who filed the approved (not samped) visa petition

In 2018, employer A filed H1B petition on my behalf which eventually got approved. In the meantime, I joined another employer B before stamping. Can I join my old employer A again and still be in cap exempt?

I want to clarify that the visa was never stamped and I never travelled.

Yes. But the previous Employer again will need to file H1B transfer petition, in order to join with them.
