H4 EAD query - presence in US when applying ?

I had a query on H4 EAD. Can we apply for H4 EAD for spouse if the spouse is presently in India . Is US presence mandatory when applying for H4 EAD ?

Yes. It is mandatory to be in USA in order to file H4 EAD.
