221g Refused but Passport status says being processed for delivery

Hi, can someone help me in understanding this, in CEAC ds160 status is Refused and given me 221g yellow slip in Delhi April 9th 2021. They didn’t ask for additional documents but took my passport, MSP & MSA documents. Till today morning Passport status was With Embassy but from evening it says Passport has been from consular section and currently being processed for delivery. Not why CEAC still shows as Refused. Please let me know has anyone encountered this situation earlier what could be the outcome ?
