Approved H1B - hiring freeze - change of status question.

i need some suggestions on my situation. i currently am with company X with L1 visa , company y applied for my H1 that got approved however due to hiring freeze company Y hasnt extended me an offer yet. is it possible that I apply for employment elsewhere basis my approved h1 ? would the new company be able to apply for transfer without me having applied change of status? any suggestions on steps would be helpful.

If you got H1B Approved then you can transfer your H1B to another Employer with the help of filing H1B transfer petition.
Question: Would the new company be able to apply for transfer without me having applied change of status?
Answer: Yes. Hope your H1B petition got approved with change of status. If so, new Employer can file another H1B petition get approved then start working with them.
