H1 approved-Change of status - hiring freeze

I need suggestions from this forum to help me in my situation. im employed with company X with L1 visa , company Y applied for my H1 that got approved however due to hiring freeze company Y hasn't extended me an offer yet. is it possible that I apply for employment elsewhere basis my approved h1 ? would the new company be able to apply for transfer without me having applied change of status? any suggestions on steps would be helpful.
