My visa got converted from L1toH1B in Jan 2021. I later filed H1 Extension in premium which got approved as well. I have to file H1 extension for my spouse now (her legal status is expiring in July 2021), however her L2toH4 Conversion is still pending with USCIS since last 8 months due to covid related delays.Can I apply H4 Extension case for my spouse while her L2toH4 Conversion case is still pending with USCIS?

If you filed COS for you both and you got Approved but your spouse petition is pending and your Initial COS H1B is expired then you must have filed H1B Ext along with H4 Ext too for better side..
If you missed at the time, Better you take action on filing H4 ext now with all supporting document.
my concern is, Initial H4 change of status will be approved based on H1B validation.. But if that approval already got expired and you filed H1B Ext that you did not include in the H4 petition, there will not be any evidence to approve your H4 petition.
Therefore, please take action on this at the earliest.
