First H4 visa from India -> H1 needs to be stamped?

For a first-time H4 visa from India, does the primary applicant (H1B holder) needs to have their visa stamped or approved petition is enough to apply for H4?

Hi,
If H1B Applicant is in USA and H4 Applicant is in India, Its not required that, H1B needs to get stamped for obtaining H4 visa stamping.. With the H1B petition documents along with Supporting evidence, H4 Applicant get Visa stamped at consulate.
