H1B Amendment and LCA

Hello All,
My current employer is Emp A is filing for my H1B amendment for a project change (Consulting) in the coming week, but I have an offer with Employer Emp B (Direct Employment) and they are filing for my LCA currently. I have approved I140 priority date in 2019. Question is, would I have to say no to Emp B in case I decide not to go with them right away or can I tell them no once after the LCA is approved. Please advise.
Also, if i decide to join Emp B as full time, can I join with just receipt applied.

Hi,
LCA certified will not force you to join in New Employer.. Even If H1B Transfer petition is Approved, It is your choice to join New Employer..
If you have H1B status valid then you can join with New Employer as soon as you receive the Receipt notice.
