h4 visa/student

I am under H1B visa and my son under h4 visa who is in senior year in high school now.Next year he'll be going to university.In state university the fees is much low for a residents(h1 visa H4 visa GC citizens).If he is under h4 visa he will be considered for reduced fees, but for F1 visa the fees is nearly double the amount.I am now confused of whether to transfer him to F1 visa

Please explain me can he be a full time student under H4 visa.If so can he take on internships

He will not be able to work in H4 status. Also, after he turns 21 he will not be allowed to even stay in the US.
He can start on H4 and later change to F1, but he will have to prove that he has maintained a residence in his home country.
