My l2 i94 is expiring on 21st oct 21. I got selected for h1b lottery this year and it is filed as cos . Shall i apply for l2 extension? Will it affect my h1b cos ? Also when the result for cos comes if i got rfe in h1b?

In this case, you can convert your case to Premium and get the status as soon as you can. Anyhow, you will have time for another couple of months, you can do premium upgrade. Even, if you get RFE, I hope you can respond to the RFE before Oct if you take action right now.
Otherwise, L2 Ext petition will not affect H1B. But, Once your H1B is approved it will effect from Oct. When your L2 petition get adjudicated after Oct 01, I am sure the petition will get surely affect.
