H4 to H1B Transfer

Hi,

My wife had a H1B approved notice back in 2011. She did not get it stamped (unused). She is in USA in H4 for the past 5 years.
She started working for an employer in H4 EAD. EAD expires next month.

I have few questions

1. Can the old H1B be revived? if she gets a new employer willing to process H1B?
2. If it is a new application does she needs to go through a lottery?

Any help in this regard would be highly appreciated.

1. Can the old H1B be revived? if she gets a new employer willing to process H1B?
Answer: No. She will not be eligible to utilize the H1B that she got back in 2011
2. If it is a new application does she needs to go through a lottery?
Answer: Yes. She has to file new H1B under CAP.
