H4 application

My husband's company applied for his H1 visa who is working on OPT at the moment. I am not in the US with him now. Can he still apply for my H4 visa together with his application? Is it necessary for me to be in the US to file for the visa with him? I have never had any kind of US visa.
Please help.

---- If you are outside the country and want to apply for aH4, you have to wait till the H1 is approved and with that petition in hand you can apply for a visa interview at the US Consulate in your home country. Your husband will not apply for your H4 nor will his employer

---- It does not matter if you have not had any kind of visa in the past
