H1B PoE, please advice

My wife's sister will be coming November 16th on H1B Visa, her start date is Nov 29th in Utah, she wants to visit us here in California first, but was told by Friends the her first PoE has to be Utah, and was told she cant fly to California by those same friends, I told her Cali would be her PoE, but is she was worried the she could go on to Utah, and then fly back to Cali, I am not an expert and don't want to be wrong, can anyone give me some advice please

Hi,
it will not be compulsory to land around your work location. There will be many reason to land different location such as people would have got flight tickets to some other airports or they might have friends who can invite at the first visit.
When officer ask about this, you can tell the truth. I hope it will be acceptable.
