Here is my response.
does it have to be on top of employer B H1B transfer or it can be on my current employer A H1B?
Answer: Employer C H1B transfer will be processed with active H1B which means if you still employed with Employer A and getting paid from them then you will need to provide those documents based on Employer A.
Do i need to inform employer C of my approved H1B from employer B at all?
Answer: If you can reveal to them and lawyer then they will draft the petition accordingly and suggest you the best way.

Hi,

I am working for a employer A on H1B and I got an offer from employer B.
Employer B filed for H1B transfer which got approved. In the meantime I received a better offer from Employer C.
At this point I don't plan to join employer B.

My question is, now when employer C files from H1B transfer, does it have to be on top of employer B H1B transfer or it can be on my current employer A H1B?
Do i need to inform employer C of my approved H1B from employer B at all?
