Filing DS-160 missing "Upload An Application'

Hello All,

I am trying to fill DS-160 for my H1 and H4 visa stamping, when i navigate to below page to populate my info from previous application using CEAC YYYY .dat from my previous application 2018.

All i can see is 'Start An Application' and 'Retrieve An Application', But i don't see 'Upload An Application' anymore. Can you please suggest.
