H1B Visa Extension Stamping!

I got my First F1 – Student Visa Stamping in Chennai,India – 2003
I got my First H1B Visa Stamping in Ottawa , Canada – May 2006 Expired on Feb – 2009
I797 Employer was – ABC Company

Got Transferred to a Company EFGH in Sep 2007 working for them directly,, so I-797 was till Aug - 10
Applied for H1B Extension Got I-797 till Aug 2013.
I have approved I-140.

I have 2 questions!

1. Can I get my visa extension stamping in Mexico or Canada? Or should I go to india to get my visa stamped?
2. If Visa stamping should be done in india? For the question in VFS “Are you applying for the same class of visa which is currently valid or has expired within the past 12 months?”
Should I Say Yes or No?
