H-1 Transfer with I-797b

Hi!

I am on opt and had applied for H-1b through a consulting firm. However, instead of getting the I-797a approval notice with status change, I got the I-797b that is generally issued for applicants abroad. My lawyer says I should just get the visa stamped before the end of OPT.

my question is---- is it possible to apply for H-1 transfer with this approval notice to another company without actually getting the visa stamped.
