I do not understand the question ..

Are you applying in the same country where the visa above was issued and is this country your principal country of residence?

What do they mean? I already got a L1B visa from Chennai consulate, I am going for H1B stamping to Chennai consulate, Should I mention "YES" for the above question?

If your got your previous visa stamped in India and if India is your primary country of residence ), then answer YES (India or any other country that your passport belongs will be your primary country of residence until you become the permanent resident of the US.
