L1A to H1B transfer

Hi,
I am currently in L1A for Employer A. I am planning to move to H1B under Empoyer B once I get my job offer.

My question is does L1A to H1B come under the Regular H1B Cap, meaning, there are 65000 H1B petitions for a year. Will this transfer also come under this CAP or is it considered separate.

It will be subjected to CAP. The CAP is still open.
