Applied for COS from H1 to F1: Am I currently on H1 or F1?

I applied for change of status from H1 to F1 in OCTOBER.
My question is: what status would I be considered since October?
In other words, is my H1 clock still ticking after October?

Until F1 is approved, you will remain in H1B status and you need to be working and getting paid to maintain the valid H1B status. If not, you are either out of status on H1B (provided you still have a valid I-94 associated with the H1B) or your stay is illegal (provided your I-94 has already expired). Just applying a COS to H1B doesn't put you in F1 status.
