H4 to F1

Hi,

My husband has applied for H1 extension and we are awaiting the decision.I am on H4. Can I apply for F1 or H1 Visa with the receipt since I do not have a valid I94. Also, can I travel to India now and come back after my H1 or F1 Visa is approved.

Yes, he has applied for H4 extention too. I have the Petition I 797 for the same. Can I apply to the Universities for F1?
