H4 visa stamping

Hi..Mine n my husbands visa expired in sept 2010...M planning to visit India n get stamping done..
1)Are there any issues in H4 stamping? Many ppl are saying that most of the visa's are being rejected..
2)Is it necessary for my hubby to hav visa stamped before mine as I m depenedant on him !

Pls help me..I wanna go to India..
