For how long a US born child (Holding US passport) can stay out of USA or he/she can leave or enter US without any restrictions.

One more query, we are having L1B blanket visa interview this week Do we have to carry US Born child (2 yrs old) with us to the interview or just carrying her US passport should be sufficient.

You don't have to carry either. If you have somebody to take care of the child, you can go alone or with your spouse.
