H1B Visa for 3yrs experience

Hi All,

I finished my Engg in 2008 & have been working for a very reputed firm in India from 2008. I'll finish 3 yrs this june.. And planning to move to US on a H1B visa - I already have aB1/B2 visa but would like to move to US permanently

Question: Will my H1 gets rejected due to the 3yrs experience i have?? Will they expect atleast 5yrs?? And what is the last day for filing the H1 - Can I file it in the month of June?
Is there a lottery system this year?

Is there a lottery system this year?
>>> It depends on how many H1B applications are received by USCIS when the CAP opens on April 1st 2011. It they receive more than 65000 applications, then there will be a lottery.
