221g Blue - Sent to USCIS - DS 160 question on refusal

I have been issued 221g Blue during my H1B stamping and now the application is sent back to USCIS for possible revocation. No updates yet from then on. I am applying for new H1B visa. Should I answer YES or NO to question below.

You should answer 'YES'. 221g is considered rejection unless it got cleared later with a successful visa stamping.
