H1 to F1 Process

My H1 extension got denied and currently i am out of status.

I am planning to take up some online or direct course in an university.

What is the process to get F1 visa after H1 extension got denied?
What are the time lines?
What are my chances on this as I am currently out of status?
Do I need to go back to India for change of status?

You can choose to apply for any visa and return if it is issued.
