Queries in H1B cap

Hi, I have one problem . My current employer(Indian company) had filed H1b petition(cap) with USCIS and this petition was rejected by US consulate after submitting RFE (the reason for rejection is - No valid employer employee relation) .

Now I am moving new company. But my current indian company is not ready to share the petition No to me .

I want to know whether i require this petition No when i file a new H1 petition with new employer later , since i heard that when we enter details in USCIS website for stamping , there are questions related to previous petition No and reason for rejection . So in that case i must need the previous petition Number.

I also want to know whether i can get any legal support from Indian embassy regarding this .
