Can I change my EAC petition number on DS 160 after submitting that? It is for ottawa canada for my h1b visa stamping?

Are dates easily available at ottawa canada? which are the other locations at where dates are easily available ? within a week??

From where I can get the US taxpayers number? If I include just SSN that should be fine?
