End of H1 visa, what now?

My husband finished his 6 years as H1 but his I-140 was not processed so he is now out of a job for 8 months. He is now on H4 status. Is it possible for a new employer to hire him? Or does he need to exit for a year before he can be hired by a new employer?

He need to exit the country for 1 year before anyone can apply a fresh H1B for him on a new CAP.

There is no other way. To get another H1B, he should exit the country and stay out of U.S for 1 whole year.
You can start the GC process and add your spouse to your GC. When you both get the EAD approved, he can start working again.
