My H1B was denied by USCIS for 2011 quota this march on account of lack of speciality occupation.

Can I again file a new petition for 2012 quota?

Check the below link to see if you really qualify for H1B. If yes, then any employer can file a H1B petition on your behalf, provided they have a job that falls under the specialty occupation category.
