Can one get Tourist visa when already has H1 visa

Hi,

Am in US with H1 visa & my wife is in India and is having H1 visa.Her company is trying to find her a job here, but it is taking time for them. Can she apply for tourist visa and stay with me in US while her company in india searches her a job in US?

Why tourist visa? She should get a dependent (H4) visa instead. later when her company finds her a project, the comany can file a COS from H4 to H1B and upon approval she can start working in H1B status. Alternatively, she can also leave the country and return back in H1B visa and start working.
