OPT Cap Gap -Employer A petition. Now want to switch to Employer B

Hi

I'm in a bit of a limbo here. Here is my some info about me first.

OPT Start date: 6/1/2010 and End date 05/31/2011
Employer A Filed a new petition for H1b on 5/12/2011 and Have my receipt number.

So as of now, I will go ahead and contact my University and get a new i20 for Cap-gap extension.

So thats that!

Now the real issue,

I got another job offer. Which I think is more rewarding in many ways. And I'm considering the options. They want me to start ASAP. Important thing. Employer B is a US federal Govt establishment. And they can file for my H1b and it is outside the regular and masters cap/quota.


What is the best option I have to make sure either I can do the transition smoothly without any illegal immigration moves.

Please advice the best steps.
