need help on status

hi,
i have a few questions regarding the status ....my
relative has a h4 visa right now...it was stamped on
sep 23rd 2004....she is in india right now...she wants
to get her status converted to either h1 or f1
1).if at all she manages to get an offer letter from a
us company, say within a couple of months...as a CRM
consultant..does she have to wait till october to get
her H1...or can that be done early(she is planning to come back to usa on h4 by may 1st week)
2)I have been informed that ..if ianyone needs to
convert their H4 status to either F1 or...H1......do
they need to come back to india for stamping...or can
it be done in canada or mexico...for h1 visa....does
the same process apply for f1 also...or do they have
to go to india for the stamping....
3)for the conversion of h4 status to h1 or f1 is it
necessary for her husband to be around or can it be
done without him..
well these are a few queries i have ...it would be
really helpful if you could clear my doubts....
its really very important for her right now...

1. H1 visa can be approved only to start working from Oct 1, 2005.

2. If person is in US already, person can start working with just approved H1 visa. Stamping needs to be done while reentering US if she goes out of US.

3. Can be done without husband.
