PA Date for H1

I have my H1B Petition approved by USCIS on mid of may. Now i want to attend the PA to get the visa stamping. But my employer says, since my petition valid date is starting only by october 1st 2011. They cannot schedule a PA date for stamping before that. IS there any rule by USCIS that we cannot attend PA before Petition valid start date(i.e oct 1st 2011).

There is no such rule. You can attend the visa interview any time. However you can travel only 10 days prior to the H1B effective date.
