H1b visa stamping

Hi

I changed my status from F-1 to H1b. Can I get H1 visa stamping on my passport within US.

You cannot. You can get the visa stamped only from a U.S consulate and U.S consulates will be in other countries and not inside U.S. Visa is an entry document to U.S So it is required only when someone (Non U.S citizen or an non permanent resident) want to enter U.S. So there is absolutely no point in issuing visa to someone who is already inside U.S.
