Is L1 clearly not approvable rejection?

Hi,
I appeared for L1B blanket visa interview and got a 221g - clearly not approvable. Visa officer advised me to file for L1 individual or H1B. Now for H1b Interview scheduling do I have to mention last refusal as a visa rejection. I am not sure as few posts I read say that 221(g) is not rejection but refusal. ANy difference between the 2 and what should I fill in H1B forms?

You need to mention it as visa refusal. 221g is considered as a visa refusal unless the 221g gets cleared later.
