221G - Next steps

Hi,

I have attended H1 interview and got 221g for further project details etc.
Heard from my friends that processing during 221g is very slow best is one month and worst possible could be more than six months. I applied in EVC Model. Given this

1) If my client is willing to, and of course my employer is also convinced, can I ask my client to file for new petition as his employee and proceed as a new H1 application? Basically completely ignore the current H1 application as it is in 221g unprocessed stage.

2) Is there anyway my client can follow, after submitting the project details, any department in US to speed up the 221g processing?

I would be thankful if some experts can share their opinions.
