Help regarding h1 Transfer

Hi Currently i am on dependant visa in US.i have an offer and the employer filed h1 for me.It will be approved before october.Now i have other offer .Iwant to know if this employer can transfer me .question is i have never worked in us and have no pay stubs.Are pay stubs necessary for a transfer?

This new employer can use the receipt notice from first employer to claim cap-exemption for you even before you start. Paystubs are only required to prove your H1 status after it begins and not before.
