H1-B Application. Need help-urgent

Hi,

I want to apply for H1, but don't have a client letter, however the client has sent an email saying that we cannot provide a letter to the candidate due to certain reason.

Can I keep this email as a supporting document and apply for H1? What are the chances of H1?
Has anyone come across this situation. Please advice ..

Yes, including a copy of that letter will help. However, it totally depends on the VO. If you cannot provide the client letter, then the SOW between the employer and the client along with a copy of this email will work.
