Status change stamping in non-home country

Hi,
I was on L1B and changed to H1B few months ago. I have not got my H1B visa stamped yet.
I need to go to Japan on business trip, so wanted to know if i can get my H1B visa stamped in Japan instead of my home country (India).

Could you please clarify.

If this is your first time H1B stamping, then the chances are that they might ask you to go back to your home country to get the H1B stamped. It will be hard for them to validate your academic certificates in a third nation. Email the consulate and check what they have to say.
