H-1B visa appointment scheduling

I am living in USA since last few years and going for H-1B visa interview at Mumbai consulate next month.

VFS told me that if we are taking H-1B visa interview appointment under 'fresh' visa category, we have to select 'Resident of India/Bhutan' on VFS website while scheduling the appointment (even though we are living in USA since last few years). I am confused. If we are 'Citizen of India residing in USA', why we have to select 'Resident of India/Bhutan' just because we are scheduling the H-1B visa interview under 'fresh' visa category?

Please let me know if this is the standard procedure. I don't want to select the wrong option.

The residence option does not really matter.
If your current Visa is valid or expired within last 12 months, select Yes for that question and you will be able to see renewal appointments. If that is not the case select no.
