H1B renewal in Mexico(Tijuana or Nuevo Laredo)

Hi,

I am working as a contractor for a direct client. There are no middle layers. I want to go for H1B visa renewal (Previous H1B expired in 2009) in Mexico.

Can anyone has personal experiences in Tijuana or Nuevo Laredo. I am not able decide where to go. Can anyone suggest me which place has high success rate at this time?
