Applying for H4 while H1 is pending and B1 rejection

My husband is on H1B..now I'm in India..

B1 Rejected -2 months back ( through the company I work)

H1B ( pending) - 1 and half month ( through the company I work)

will USCIS carry all the application history ( Rejections & Pending) when I go to Visa Stamping?

Can I apply for H4 now? What are my chances?

Rejection of one visa will not have any impact on another as long as the reason for rejection is not you (forge documents, criminal history etc).
