Starting the project with H1B receipt

Hi,
My wife is on H4 & got a project with client through a consulting company.Consulting company applied for LCA & will apply for H1B sooner.My question is, can my wife start the project with the receipt for filing H1?Or does she need to wait for H1B approval?

It is illegal to start working before her status changes to H1B. She has to wait until the H1B gets approved as a COS (H1B approval should come with a new I-94).
